First West Coast on the Taiwan Straits Science & Technology Forum Achieves Success
In order to implement the state continuing to encourage the development of the eastern region to take the lead and support the strategy of economic development of the West Coast on the Taiwan Straits; to implement building economic zone in the west coast and the strategic concept of "four emphasis" request proposed by the Fujian Provincial Party Committee and Fujian Provincial People’s Government, to construction a platform gathering famous experts and scholars at home and abroad to brainstorming for Fujian technological development and promote the building of innovative province in West Coast on the Taiwan Straits, China Research Center for Science and Technology Promotion and Development and Fujian Provincial Department of Science and Technology jointly organized the First West Coast on the Taiwan Straits Science & Technology Forum on the afternoon of June 18 in Fuzhou. The Forum, with the theme of “Technology Innovation and Industrialization”, was one of the major events of the Fifth China • Fujian Projects Transfer Fair.
The forum was presided by Wang Qinmin, Vice-Chairman of Fujian CPPCC, Director General of Fujian Provincial Department of Science and Technology and Wang Yuan, Director of China Research Center for Science and Technology Promotion and Development Nearly 300 representatives from municipal science and technology bureau, technological enterprises, various science and technology parks, science and technology intermediary institutions, provincial research institutes, universities and other units, as well as scholars and experts from Fujian and Taiwan and journalists participated in the Forum. Shang Yong, Vice Minister of Ministry of Science and Technology, Huang Xianmo, Deputy Director of Fujian Provincial People’s Congress, Chen Yun, Vice Governor of Fujian Provincial People’s Government, Li Zuke, Vice-Chairman of Fujian CPPCC. Zhuang Rongwen, Deputy Director General and Party Secretary of Fujian Provincial Department of Science and Technology, Yao Weike, Deputy Director of International Cooperation Department, Ministry of Science and Technology, Fang Yanfu，Deputy Secretary General of Fujian Provincial Government, and Du Min, Deputy Director General of Fujian Provincial Department of Science and Technology attended the forum.
Chen Yun, Vice Governor of Fujian Provincial People’s Government and Shang Yong, Vice Minister of Ministry of Science and Technology made the speech. Chen Yun, Vice Governor pointed out in his speech that since 2003, with the strong support and help from relevant state departments, through the enthusiastic participation of colleges and universities, research institutes and enterprises, experts and scholars at home and abroad, China Fujian Project Transfer Fair has achieved a great success and has a broad impact, and gradually moves from regional toward national and international levels, so as to become an important platform to accelerate the optimization and upgrading of industrial structure, promote the project, technology, human and capital organic integration for construction of economic zone in the West Coast on the Taiwan Straits. In particular, Ministry of Science and Technology, as one of the sponsors, participated in the promotion and organization of this Fair, whose impact and effectiveness is self-evident. First West Coast on the Taiwan Straits Science & Technology Forum invited six well-known high-level experts to make keynote speeches, which would have a positive and far-reaching impact on enhancing Fujian capability for independent innovation, accelerating the construction of innovation-oriented province and promotion of regional sustainable economic development.
Shang Yong, Vice Minister of Ministry of Science and Technology, made a brilliant illustration in his speech on the importance, strategic objectives and requirements of independent innovation. He pointed out that after entering the new century, a new scientific and technological revolution has formed a new upsurge in the world, technological innovation has become a new growth of the world economy and power for the upgrading of the structure, a magic key solving the contradictions between world economic growth, environmental protection and social development, and an important driver promoting the economic globalization. Therefore, all countries regarded strengthening their innovation ability as key factors to raise national competitiveness, and put it on the national development strategic position.
One of the important achievements of National Conference on Science and Technology held early last year, was to place independent innovation as a new national strategy and proposed an ambitious goal to build China into an innovation-oriented country in 2020. We should transfer our mainly relying on the consumption of resources and relatively high investment to drive economic growth, to technology innovation-driven economic growth track; from the mainly consumption of natural resources to mainly rely on the development of human resources and intellectual resources.
To further expand the international scientific and technological cooperation and exchanges, enhance our capability of independent innovation through joint use of global scientific and technological resources with other countries, the developed and developing countries. To deepen our system innovation to establish a national innovation system. To make the enterprises, especially SMEs become the mainstay of innovation, also to emphasize the integration of research and production. Governments should create sound conditions in the aspects of policy, law, intellectual property right protection, finance and other sectors for the production of innovation achievements, their transfer into practical productive forces as soon as possible, and the gathering of innovation of the world’s resources.
Vice Minister Shang Yong also pointed out that China had its own unique advantages in the areas of innovation, but it is also clearly understood that our technology development in the innovation ability, especially in the innovative capacity of enterprises still had many deficiencies. We also need to introduce foreign advanced technology and advanced intelligence in the higher level, at higher platform for further innovation and improve our innovation ability. In particular, we should attach great importance to the innovative experiences from Taiwan region. Strengthening cooperation between both sides in areas of innovation will benefit the people on both sides and the sustained economic development. We should base on mutual benefit and win-win principle, attach great importance to protecting intellectual property rights, technological innovation and cooperation to expand economic and trade cooperation as the guidance and bridges, attracting more and more enterprises to participate, to further expand the opening up, optimize environment for innovation and attract more world’s science and technology resources and cross-strait technological innovation strengths, work together to enhance our ability to innovate and to improve our competitiveness.
Yang Shijian, Chairman of Taiwan Global Strategy Investment Fund, Mr. Shi Qintai, Dean of School of Management and Technology, Taiwan Tsinghua University and the Special Adviser of Industrial Technology Research Institute, Hua Ercheng，Chief Economist of the Research Department, China Construction Bank, Wang Yiming，Vice President of the Macroeconomic Research Institute of the State Development and Reform Commission, Feng Fei, Director of Industry Department of the State Council Development Research Center, and Mr. Yan Zheng, Economist and former director of the Fujian Provincial Academy of Social Sciences respectively made the wonderful speeches in technological innovation, industrial restructuring and industrial upgrading; system and technology innovation of economic restructuring; the role of investment and financing mechanism of capital and technology combination for industrial innovation; China’s regional development new situation and the West Coast on the Taiwan Straits economic development; industrial enterprises in technological innovation and the difficult situation; independent innovation to improve overall competitiveness of the West Coast on the Taiwan Straits. During the forum, participants also interacted with the lecturers to further enhance the effectiveness of the speeches.
Through experts’ lecturing, delegates further understand the relevant policy measures and their role in adjusting industrial structure in the crucial period of Taiwan’s industrial development, and promoting the industrial upgrading; The significant contribution that Taiwan’s Industrial Technology Research Institute had made to Taiwan’s technology industrial development, innovative mechanism and the capacity as well the experience created by Taiwan’s Industrial Technology Research Institute; the relationship between Innovation and the Knowledge Economy, innovation and financial support, the major carriers for enterprises innovation, as well as the policy to create a good environment for innovation; main reasons for the weakness of China’s industrial enterprises in technological innovation and the countermeasures to improve the technological innovation ability in manufacturing industry. In particular, the experts’ analysis on the main factors restricting economic development in the West Coast on the Taiwan Straits, and strategic thinking to speed up the economic development of the West Coast on the Taiwan Straits economic development, which has a guide to building an innovation-oriented provinces.
First West Coast on the Taiwan Straits Science & Technology Forum, with the concern from leaders of Ministry of Science & Technology and Fujian Provincial People’s Govenment, through the joint efforts from six lecturers and all the delegates, was proved to be very successful. The delegates have a broader vision, extend ideas, and enhance the awareness of independent innovation. This Forum will be a strong boost on the technological innovation and industrialization.
